Parent and Child Fostering Arrangements
Rees Parent and Child Fostering Service provides a range of placement options designed to meet the specific needs of parents and their children, while ensuring the safety, wellbeing, and development of the child. Each arrangement aims to keep children safe while giving parents the chance to build their skills and confidence in caring.
Placement Types
Pre-Birth Arrangement
This arrangement supports an expectant parent during the final stages of pregnancy, continuing through to the birth of their child. The focus is on preparation for parenthood, including the establishment of healthy routines, emotional readiness, and practical parenting knowledge.
Following the birth, if the parent and child remain in placement, the arrangement transitions into either a Standard or Enhanced Parent and Child arrangement, determined by the assessed level of need.
Parent and Child Standard Arrangement
This arrangement is intended for placements where the parent requires a moderate level of supervision. The foster carer provides oversight and guidance while the parent undertakes day-to-day care of the child. The approach allows for significant parental independence while ensuring the child’s safety, health, and development are monitored.
If the level of need increases, the arrangement may be reclassified as Enhanced, with the corresponding package applied.
Parent and Child Enhanced Arrangement
This is the most intensive level of arrangement and is used in cases where high or constant supervision is required, including overnight monitoring. In some instances, the child may sleep in the foster carer’s bedroom, and the parent may only provide care under direct supervision.
Enhanced arrangements are implemented where there are substantial concerns about safety or parenting capacity.
These placements typically include:
- Increased levels of supervision and recording
- Regular review meetings to monitor progress
- Access to therapeutic support for the foster carer, the parent, or both

Rees Parent and Child Fostering specialises in parent and child arrangements; however, we acknowledge that alternative or supplementary arrangements for parents and their child may occasionally be required. In addition to our core services, we offer:

We are committed to working collaboratively with local authorities to tailor placements and support packages that meet the individual needs of children and families. Where appropriate, we can provide additional commissioned services, including comprehensive parenting assessments and supervised family time.

Matching Process and Referral Info
Rees Parent and Child Fostering is committed to delivering the highest standards of care for both parents and children placed with our foster carers. We prioritise creating a nurturing, stable, and supportive environment that promotes positive and empowering experiences for families.
When matching a fostering household, we take a holistic approach by considering the individual needs and preferences of both the parent and child, alongside the skills, experience, and capacity of the foster carer. This ensures that placements are well-informed and tailored to achieve the best possible outcomes.
Referral Process
Our agency accepts referrals for parent and child arrangements during normal office hours and through an out-of-hours service for local authorities and Trusts. Referrals can be made via telephone or secure email. Upon receiving a referral, we gather comprehensive information regarding the parent and child’s circumstances, enabling us to work closely with the allocated social worker and manager to identify the most suitable fostering options.
Information Sharing
We recognise the critical importance of transparent and timely information sharing. Foster carers will be provided with all relevant information received from the placing local authority to ensure they are fully informed and able to assess whether they can meet the needs of the parent and child in line with the agreed care plan while ensuring information is handled securely and confidentially at all times.
